TurnOffWifi Tasks Error

When I execute tasks that require Wi-Fi to be initialized as off, I encounter failures, including SystemWifiTurnOn, SystemWifiTurnOffVerify, and TurnOnWifiAndOpenApp. When Wi-Fi is off, the A11yGrpcWrapper attempts to turn on Wi-Fi to establish a gRPC connection. This contradicts the initial state of the tasks. Furthermore, my AVD does not automatically connect to Wi-Fi, even when Wi-Fi is enabled, resulting in the inability to establish a gRPC connection and retrieve the a11y_tree. How should this be resolved, and are these three tasks inherently contradictory or erroneous?
