InviteToAssignment endpoint rebrand

The endpoint currently sets assignment.AcceptableSince to now. Then sends invites to all currently created teams.

Other endpoints that let users join the classroom or create teams, then automatically create AssignmentProjects.

So this could be rebranded to publishAssignment or so, the functionality could stay nearly the same
