Automatically deploy using Github Actions on push to master with tag

To make our life a little bit easier, we should automatically deploy to the Python Packaging Index when pushed to master with a tag. We can do this using Github actions.

Because of the work for #9, which is more in line with the other issues in the v0.4.x milestone, I have created a separate milestone for CI integration, which also includes adding automated tests to pre-commit.
