Zoom to extent fails after opening and closing CRS selector with/without changes #12036

Description
When a CRS selector is opened and closed without/with making any changes, subsequently attempting to add a layer from the catalog and zoom to its extent fails to function as expected.
How to reproduce
- Open a new map
- Open the CRSselector and close it
- Open the catalog
- Add any layer from the catalog--> it doesn't zoom to its extent
Expected Result
The "Zoom to extent" function should successfully zoom the map view to fit the bounds of the newly added layer
Current Result
it does not zoom to the layer's extent as expected

The map object of the CRSSelector map view should include registerHooks: false to prevent hooks override
