[Chore]: Need to upgrade to GitHub Actions so access tokens don't cause workflows to fail

### What happened?

One of the release workflows fails due to some permissions with a personal access token. Switching to a 'systems' user token didn't help.  The current best practice is to use GitHub Apps instead and this will require changing the workflows.
