Fix flaky e2e test

Description

The following test is flaky when running in parallel mode and under certain circumstances it hangs
should allow retiring MSA after additional keys have been deleted and tokens withdran

Acceptence Criterea

• Figure out the bug or rewrite the test to pass the tests all the time
