Have end-to-end testing that Tor Browser can load the ruleset and navigate to one of our onion addresses

We should be able to automate TBB with selenium to navigate to a SD instance via the onion address to verify everything is still working. This would catch issues like today's regression where the sd.o endpoint to load the ruleset was failing.

We've implemented TBB CI for WEBCAT, so we should be able to easily port that. Is there a quick way to import the ruleset locally so that we can test, or do you mean testing once the list has been shipped?
