[Smart Contract] Add tests for quorum math and delegated voting

The governance math needs test coverage that exercises delegation, quorum thresholds, and boundary conditions.

Acceptance criteria:

• Cover quorum calculation with varying turnout.
• Cover delegated voting power accumulation.
• Cover boundary cases around threshold equality and rounding.
