Some devices with specific ROMs have problems regarding USB cut off and slow usb access leading to missed cyscles in panda's boardd thread. A fix, or a generalized guide for this would be good.

@Vayras sure. Do you have actual panda hardware? Otherwise you can find a generic way of testing the throughput of usb devices. Maybe some app or framework already exists.

It also needs to be figured out what changes in kernel or rom are needed to put android in host mode without using OTG cable and compare performance using this again.

It adds an Android USB host mode / boardd missed-cycle troubleshooting guide, an adb triage collector script, and an optional USB host manifest declaration. I also documented that hardware-specific validation still needs to be run per device/ROM.

It includes:

• a bounded 5 ms CAN receive USB bulk-read timeout so Android USB host stalls cannot block the 100 Hz boardd receive loop indefinitely
• signed missed-cycle deadline arithmetic plus recv=<ns> diagnostics
• an Android USB host/no-root field guide
• a Termux/adb triage script for collecting USB/boardd diagnostics

The PR is focused on the USB receive path that can consume the 10 ms loop budget, rather than only resetting scheduler timing after a missed cycle.
