Value of SYSTEM_MKTIME_MAX

Why is the default value of SYSTEM_MKTIME_MAX 2038/01/18 19:14:07 when the 2038 bug happens after 2038/01/19 3:14:07?

And the rollover time is 1901/12/13 20:45:52 instead of 1901/12/13 12:45:52 (for SYSTEM_MKTIME_MIN)
