Feature: Fine tuning pulse grenade damage to players #38

g_newPulseGren is already available in current testing but it is defaulted to off.

Would like to continue fine tuning this to make it work across the board.
Currently it uses max shells/rockets/cells instead of current to have damage the same per class behavior regardless of how much ammo you throw out so tossing ammo is no longer necessary.
