Only one annotation task for one annotator is created when you select two annotator while job creation

Recreation steps:

• start creating a job
• select a document and go next
• select 'Human in the loop' section, select Hierarchical/extensive type
• select two different user as annotator
• select admin user as validator
• keep 'Distribute annotation tasks automatically' box selected
• finish creating the job

Expected result:

• in the job view page, the newly created job have at least two different annotation task for two different user that we selected

Actual result:

• Only one annotation task is shown for one user only, the other user has no task shown in his account:
