bug: 熔断策略生效，但是accesslog block_name 字段为空

Current Behavior

访问控制和流量限制的accesslog可以正常获取到策略的uuid

Expected Behavior

能够有正确的熔断策略id在block_name字段中

Steps to Reproduce

1.Run apinto via the Docker image.
2.Create a Route with the Admin APl.
3.Config strategy
4.Postman send API request.

Environment

• APINTO version (run apinto version):0.22.15
