disabledCategories: docuemnt-open is not prevented

I have set disabledCategories: ['annotation', 'document-print', "document-open", "document-protect", "redaction", "panel", "tools"], and as soon as a second document is added via document manager openDocumentUrl, the tabs get a '+' tab allowing to open a new document, which should be prevented by disabling the document-open.

I agree it would be helpful to be able to customize this and there are already traces in the codebase

For now, one hacky solution would be to just hide the buttons via CSS (could of course break anytime)
