Rewrite README

quark.7/README was written when this was a process cache, it's now a full blown ebpf pre processor, or whatever we want to call it.
The documentation doesn't reflect that.

I also realize it was a mistake to conflate quark.7 and README, I'll bite the bullet and swallow a markdown README.
