Show the notification even if the app is not open

Feature description: The local Notification only shows when the app is open which defeat the purpose of Notification. If the autostart is enbled on the app, and the app is not opened, let the notification get shown

When you are using Lollipop and newer you can use my PR #42
You will find the corresponding nuget package here: https://ci.appveyor.com/api/buildjobs/e3nte52ptcqy2uo1/artifacts/Xam.Plugins.Notifier.3.0.1-pr42-build30.nupkg

Just copy it on your local hard drive and add that folder to nuget.
