missing notice on breaking changed in System.Net.MailAddress

Description

there was another breaking change in net10 with regards to mail address parsing.
dotnet/runtime#109590

This change broke our application, and we had to implement a workaround. I wish this change had been documented; it would have saved us significant debugging time.

I see that https://learn.microsoft.com/en-us/dotnet/api/system.net.mail.mailaddress?view=net-10.0#remarks needs to be updated, at least.
