Current term is set to the next term once class registrations open

Description

Currently, the UX is setup where users only search the course they intend to plan without knowing whether the term they have set is matching the term they intend to plan for. There has been feedback provided to the Notangles team to improve this UX.

Requirements

• The term set on Notangles is by default to the current academic term. This is changed to showing the next academic term as soon as class registrations open (and Notangles also releases data for next academic term).
• Investigate different methods to implement this, discuss with team, and implement the best one
  • best one = minimal code changes and minimal human intervention

I think we should consider improving the UI for switching terms, and then remember the term that the user selects. So then we can cut over to T2 as soon as we're ready, but if the user drops back to T1, remember for the next reload, and don't change automatically until T3 is ready.

Agreed solution:

• no data -> show latest available term tab
• existing data on timetable -> pop up/tooltip to advertise/alert user of the new data
• ensure remember user's last selected tab?

Currently on hiatus - anyone is welcome to take a look. There is a strange bug:
steps:

Add class x to t2

Switch term to summer0

Result: timetable displays x in summer0

switch term to t2

result: class x disappears from t2

(basically timetable - term data gets weirdly desynced and mismtahced with terms when switching term. this only starte dhappening after saving tolocalstorage and settijng the term to the last term clicked)
