[BUG] agent失联后，很快被删除，并未等到删除时间 #11091

What you expected to happen
agent默认8个同步周期未同步，进入失联状态，1小时未同步被删除。实际刚失联就会被删除。
How to reproduce
停掉一个正在运行的agent，大约8分钟后agent被删除
