A closed-negative (🔴) is fully closed by its atlas atom + domain log — no paper needed. Author a negative-result paper ONLY on explicit request; never auto-required, never a closure gate. Pairs with demiurge retiring d_paper_negative_ok. Judgment-only rule (s7 opt-2): lever = per-turn injection. Bump tape version 2.3 → 2.4.
