PRODUCTION: Renew SSL certificate for Production and Staging Environments

Since our current certificate authority provides 90-day certificates, we need to renew them since there haven't been any new deployments in that time period. Do this for the production environment by destroying the current infrastructure and re-launching a terraform apply.

This should hopefully re-ignite the public's imagination and spur further development for the game, after a considerable lapse.

Also, it seems that the 'docker compose up' command at the end of the Terraform server configuration script was removed, for reasons that are not entirely clear. Should we bring that back??

Addendum: It was removed experimentally during the external docker image build chapter, but should have been restored after the experimental work for that endeavour was finished.

Re-add it now, and adjust the Docker Image build workflow script to push an image with the 'staging' environment variable so we can renew our Staging environment certificate while we're at it. Once the staging environment has been validated, revert to 'production' in the workflow script.

Issue has been fixed for production and staging, with both servers successfully launching and running with a database backup (in production's case, from last night, and for staging, a backup from July (!))

We'll wait until January 5th, the day after the production server certificate was to have expired, to close this issue in order to ensure that everything is working properly.
