Add retry support to Vault plugin on rate limits

Hi,

the Vault plugin does currently not support retries on Couchbase Management API request limits (HTTP 429 Too Many Requests).

Currently, the call - and therefore the user creation - will fail of the Management API reaches the rate limit.
