Adds a config file

It would be nice that the moodecdplay.py programme has a config file that could specify some behaviours like:

• Auto play the CD on insert.
• Clear the queue on insert or just append the tracks at the end of the queue
• Use or not musicbrainz to get metadata

Code for the config file has started to be integrated in the moodecdplayer python application
