Special characters not rendered in French spool files

Describe the bug
On a French system, opening a spooled file shows invalid character � instead of French special characters like éèà.

To Reproduce
Steps to reproduce the behavior:

1. Have a spool file containing French special characters like éèà
2. Under CCSID 1147 (French EBCDIC with euro € symbol), open this spool file
3. The special characters aren't displayed correctly

Expected behavior
These special characters should be displayed correctly.

I was able to reproduce the issue...
In commonOperations.ts there is:
