Allow users to specify tags to hide in their settings. (More robust filter support comes in with the rest of the filter support.)
By default hide clips tagged "nsfw" for new users (they can remove the tag from their hides if they want).
Mods can tag clips that have been complained about (but not explicitly hateful or objectionable) as #nsfw (and maybe have a standard set of additional agreed-upon tags for the reason why mod intervention was brought on, such as #gore or #nudity or whatever).
Kindly request that users use these tags appropriately (and maybe have broad filters put on users that don't, like putting a wall in front of their page or hiding all their non-reclips).
(In terms of sanctions: remember that URL accuracy to the content of the clip isn't enforced by anything, so URLs can't be filtered on for determining safe-positive status, although they can be used to provide immediate mod alerts for likely improperly tagged clips.)
