CI/CD builds using Github Actions

Right now we are building and putting the releases manually out for Chips.
Even if we are not doing too much frequent work on Chips repository as compared to the gaming side of repositories, I think it's wise to make a Github Actions CI/CD workflow so the build automation is taken care without any manual interventions for releasing builds.

Either I'll do work on it at some point, or it'd be great if anyone else can make CI/CD process for Chips release builds. :)

We intend to make the CI/CD tasks once the chipschain PR is merged. :)
