We need this in some arn construction and it's different for every cape deployment. it's not considered sensitive according to aws: https://docs.aws.amazon.com/accounts/latest/reference/manage-acct-identifiers.html

We will have it encrypted in pulumi regardless.

Pattern should follow the aws region configuration item.
