[Feature Request] IPC

Implementing an IPC to expose any actions that are set to be Redirected would be very helpful for discovering conflicts between Redirect and any other plugins that similarly re-target actions.

I imagine a list of Action IDs being exposed would be all that is needed, not necessarily how the are currently set to be redirected.

@cairthenn I at least could make use of this, and am working on a project for my own plugin that would make use of this (notifying users of targeting conflicts).

If this sounds like a fine idea to you, I could open a PR to add this.
Please do let me know if I should go ahead with it.
