A binding two-party agreement requires an anchored signature from every party (ANP §7.4) → both sides must be ANP-capable. The verify-link lets a non-omadia counterparty verify, not co-sign. Binding Agent→Human is NOT here, but Phase 4 (#11/#12) — it needs mandate + gate (Codex C3, plan.md §3.2). In Phase 3 an agent may only draft.
