Epic — Phase 3: Two parties (Human-to-Human). A meeting record with binding force; an agent only drafts the content of a proposal, the human signs it as principal.

Scope boundary (important)

A binding two-party agreement requires an anchored signature from every party (ANP §7.4) → both sides must be ANP-capable. The verify-link lets a non-omadia counterparty verify, not co-sign. Binding Agent→Human is NOT here, but Phase 4 (#11/#12) — it needs mandate + gate (Codex C3, plan.md §3.2). In Phase 3 an agent may only draft.

Two ANP-capable parties record an arrangement byte-identically co-signed · an agent can present draft content to a human for signature as principal · ANP PRs for offer/counter_offer/accept open.
