[Epic] Phase 2 — Real anchoring + Witness

Epic — Phase 2: Real anchoring + Witness. An action is witnessed and survives the system that produced it — verifiable independently of omadia's continued existence.

Deliverables

• proof.anchor-iota@1 productive + async worker + DA-locator/verify-link foundation → proof.anchor-iota@1 + async worker + DA-locator/verify-link #8
• proof.attest — standalone attestation (observed/relayed, ANP §8.1/§8.7)
• Async confirmation state in the UI (UX law 4: "sent → delivered")
• Status snapshots (proof_status_snapshots) for point-in-time proof
• Timestamp handling: ledger timestamp over local (R18)

Precondition (Codex C4): the "survives omadia" claim only holds once the DA / verify-link surface (R9) stands — it is part of this phase, not an assumption.

Done (plan.md §7 Phase 2)

"Witness" works end-to-end against a real chain · the confirmation state trickles in quietly · verification via DA + verify-link is independent of omadia · ANP PR for attest open.
