In this issue, it was decided that there should be errata to let the holder of Empath's Vision have some agency in the event/number dice roll.
Turmoilbyrd proposed that the Council Securer or Stone Speakers holder should get to roll the dice if they triggered the Event, and that the initiative holder should get to do it on an Event card.
It seems clear the intent was to allow limited agency over the Court Crisis, not just the Edict/Crisis distinction. However, RAW, the errata to 18.3, Court Crises, does something different in the cases of Stone Speakers and the Council:
The player with initiative rolls the event and number dice unless they were just rolled to resolve an Event card.
If true, the Council Securer or Caretaker with Empath's Vision would NOT get to reroll for Court Crises unless they had initiative. (And thus the Council Securer without Empath's vision would be subjugated slightly by the initiative holder with Empath's Vision, if they weren't the same person).
If this is the ultimate decision, no worries, but we did want to make sure the intent wasn't lost in translation. If you wanted to secure the intention from the original issue with no card errata, you might do:
If a player triggered the Event, but did not yet roll either the event or number die, they roll the unrolled die or dice.
The below is a little less unwieldy, but would require a separate, harmless errata to Stone Speakers causing it to roll the number die:
The player who triggered the Event rolls the event and number dice unless they were just rolled to trigger the Event.
