Create a repository to read BED-JSON which can be used by WinCalc, WINDOW, THERM and EnergyPlus

It is not clear to me what the functionality of this would be, and I guess at some point we might get to this and figure that out.

Right now, LBNL does not have the resources to address this issue.

I try to document the email discussion with Simon Vidanovic: There are many repositories working together in WinCalc as illustrated by https://github.com/LBNL-ETA/WinCalc/blob/main/doc/WinCalc.md . When WinCalc, pyWinCalc, WINDOW, THERM and EnergyPlus shall get the feature to use data from the product data network buildingenvelopedata.org, then it seems best to create a separate repository in C++ which is able to read data from the product data network and returns a object which can be used for example by OpticalMeasurementParser.

It is unclear to me how our software would use the data in the buildingenvelopdata.org, but we can determine that if we ever get to the point of being able to think about this option.
