[[_TOC_]] and @ not working

In WYSIWYG mode, there is an issue when mentioning people with @. Sometimes it gets misinterpreted. Azure DevOps puts @ and after save/submit it is stripped to just @.

Issue with @ mention still remains. Additional analysis has shown that content within <> after @ is being trimmed. This may be not directly related to the mention, but more general issue with <> trimming.
