Background
The Reduce Data Usage toggle was removed from Settings as it was non-functional.
Work needed
- Detect cellular vs WiFi connection (expo-network)
- Wire toggle to video player config to lower quality on cellular
- Persist preference via tRPC user preferences
Acceptance criteria
- User can toggle reduce data usage in Settings
- Feed serves lower-quality video when enabled and on cellular
- Preference persists across app restarts
