[CI] Allow Manually Running Workflows

Feature Description

In PRs from external collaborators, the PRs will fail because it does not have permission to view the GitHub secrets.

What we want is to, on manually approved PRs, allow manually running the workflow so that we can test it. It may have something to do with the "workflow dispatch" thing that GitHub has.

May need to look more into this.
