According to https://app.devin.ai/review/bcit-tlu/haproxy-operator/pull/1#analysis-ANALYSIS_pr-review-job-7950cc6b15bb4fb38188259fb6c27e6b_0005, a patch-based annotation update (instead of full Secret update) would reduce conflict likelihood.
