Comments Pane - Moving Unexpectedly when Bulk Selecting

When bulk selecting numerous redactions or annotations in the Comments pane, the Comments pane moves unexpectedly.

When scrolling down the Comments pane and and bulk selecting numerous redactions or annotations, which are not all in sequential order, the Comments pane jumps up after each subsequent selection. This make it difficult to know where the user left off with their bulk selecting.

Steps to Reproduce
Steps to reproduce the behavior:

1. Go to a request in the Redaction App
2. Apply enough redactions that you need to scroll in the Comments pane to view them all (I did 20 as an example).
3. Bulk select several of the redactions, skipping over certain redactions

4. Scroll down the Comments pane, so some of your previous selections do not appear

5. Bulk select another redaction, and see error, where Comments pane moves up unexpectedly

Comments pane can move erratically when bulk selecting numerous annotations or redactions

GIVEN a user is bulk selecting redaction
WHEN they scroll down the Comments pane and bulk select more redactions or annotations
THEN the Comments pane will remain static when applying a new bulk selection
AND will only move when the user scrolls down
