Goals

To support the launch of phases 1 and 2 of the "unified app experience", VC-AuthN must be running in highly-available configuration in order to respond to sustained/high load. This means that the VC-AuthN service and all of its dependent services need to be able to scale horizontally and self-heal after platform outages.
