Does not install on windows

Hello,

On windows the install script is not run.

$ npm i dev-proxy

> dev-proxy@2.1.2 install C:\src\my-project
> ./bin/create-keys

'.' is not recognized as an internal or external command, operable program or batch file.
...

I will do the patch soon.

Would be nice if someone could just look at this.

I know I can fork the project and push yet another dev-proxy on npm but I think it misses the point.

This is not closed as the issue is still present in this version.
As I forked the module and merged the code in my version, it seems that Github closed this issue (this is very weird btw).
