Multi network support

Individual echoareas can have specific uplinks - but it's untested - in theory it should be able to match the uplinks in binkp.json.

Needs testing.

But what we really need is network management:
 * Move uplinks to postgres
 * Setup new networks that link via uplinks
 * Link echo areas to network

And that's a lot of change.
