override.env not found #212

Hello.
Something in the build command triggers the old service path. this blocks also other harbor commands.
i am on a fresh VM with new install of harbor, so no migration was done.
debian@debian:~$ harbor --version
Harbor CLI version: 0.4.1
debian@debian:~$ harbor build webtop
env file /home/debian/.harbor/sqlchat/override.env not found: stat /home/debian/.harbor/sqlchat/override.env: no such file or directory
this loops through all old path locations.
