feat(reports): add report api with feature flags and permission gates
Exposes GET /api/search with query string (q), type handler (query/reports/terms/ collections/initiatives/users/groups), pagination, field-scoped search, advanced search (permission-gated), and arbitrary facet filter params. Returns results, facets, highlights, filter fields, and starred status per result type.
