Windows archive is missing ensurepip, venv, tests and tk

Most notable, the Windows archive is missing Lib/venv/. I suspect it might be because venv is in .gitignore

This is breaking indygreg/PyOxidizer#199

Quite critical, it is also missing Lib/test/, and the other test sub-packages under unittest, sqlite3, lib2to3, and ctypes.

It is also missing tkinter, idlelib and turtle*

I see the CPython win embedded zip also omits these, so could be an upstream build rule.

It looks like we may need to add another hack to the .props to set IncludeVEnv=true.

Im not sure about that, as the same logic is used for IncludeDistutils however a hack hasnt been needed to force it to be included.

venvlauncher project needs to be enabled.
