[NEW] Add support for circleci

• Smarti build support for executable jar, debian, rpm
• Smarti build support for Docker
• S3-copy des RPMs
• Test execution (mongo required)
• Smarti RPM version must be unique (prevent override on S3)
• Docker image must be published
• All environment specific vars should not be part of the code repo (e.g. the path on the bucket)
• Build execution and deployment should only be executed for specific branches, tags, releases, ...
