Add Support for SDK Publishing Through `sdk publish` Command

## What 
Add a new command by the name of `apimatic sdk publish` in order to publish SDKs from the CLI.

## Why
Currently, we need to rely on the package publishing web UI in order to publish SDKs and we do not have a flow defined for doing this through the CLI or in any workflow.
