feat: Add management consulting plugin with 17 skills
Covers the full consulting engagement lifecycle: - Problem solving, strategic frameworks, financial modeling - Proposal development, engagement setup, implementation planning - Executive presentations, workshop facilitation, report generation - Change management, process excellence, project governance - Due diligence, org design, pricing strategy - Thought leadership, project closeout Skills-only (no commands directory), no external tool dependencies.
