PermissionError: [WinError 10013] An attempt was made to access a socket in a way forbidden by its access permissions

Describe the bug
I recently got this issue from one of my machines. I've been running pythonping for over 2 years with no issues but this issue recently came up. Any idea why it is happening? Or any guidance on how to avoid it?

Config:

• Python 3.11
• pythonping 1.1.4
