Migrate ACT rules to use ARIA 1.3

The ARIA working group has been treating the ARIA editor's drafts essentially as a living standard. ACT rules are starting to fall behind the reality by using ARIA 1.2. We should explore how to adopt ARIA 1.3's editor draft as the standard for ACT.

One thing I just noticed: ARIA global properties not used where prohibited has Applicability linking to ARIA 1.2 global states ad properties, but is using in its examples quite a lot of aria-braillelabel, which is an ARIA 1.3 property. So, technically, its Failed Example 3 is Inapplicable as the property is not one of the Applicable ones.

(I agree about moving to ARIA 1.3; this rule is just incorrect until we do it)
