Since OHC rotator and rig control are implemented as modular "bridge" services,. se Gqrx to connect to your rtl_tcp server and then expose a Rigctld (Hamlib) network interface.
Describe the Solution You'd Like
Enable the "Remote Control" or "Network Control" (Hamlib) feature in the SDR software.
In OpenHamClock, configure the Rig Control module to point to the IP/Port of your SDR software.
Result: When you tune the frequency in your SDR software, OpenHamClock will update its map, propagation, and DX spot overlays to match that frequency.

Frequency/Mode Sync: Yes, via an intermediary like Gqrx, SDR++, or a custom Hamlib-compatible script.
Spotting/Activity: Link OpenHamClock to whatever decoding software (WSJT-X, SDR++) using the rtl_tcp stream.
It would be a plugin as network bandwidth. rtl_tcp uses a lot of data and should be able to be turned on or off
