New improved help command #15
Description
Remove the default help command and add a new, more aesthetically pleasing command, contained within its own Cog.
The new help command should list all available commands that are not otherwise intentionally hidden; it preferably will not be an unwieldy block of text either. Find a way to break up the help command into smaller sections.
There should be a brief description of the command on the list, followed by a more detailed explanation when the command is called with /help <command>
